Le misure previste devono essere modificate con la prossima Legge Finanziaria.

- Senza poter mettere in campo degli automatismi certi, che ti permettano annualmente un recupero dell’eventuale differenza reale sulla variazione dell’inflazione, si rischia di vedere eroso il potere di acquisto dei salari in maniera maggiore di quanto non sia avvenuto in questi anni.

- La complementarità dei due livelli contrattuali fa’ venire meno il concetto di gerarchia contrattuale (prima il ccnl non poteva essere derogato dal II° livello di contrattazione, ora mettendoli sullo stesso piano non è più così). Quando si afferma che il salario erogato a livello territoriale ed aziendale va detassato si evidenzia già quale sarà la contrattazione che maggiormente si vuole incentivare e cioè quella aziendale, perché è evidente che le aziende se devono erogare danaro decideranno to dispense where is more convenient and where they have more cuts.
